John Bellinger is a partner at Arnold & Porter law firm, where he co-chairs the global law and public policy practice, and an adjunct senior fellow in international and national security law at the Council on Foreign Relations. Bellinger was a legal advisor for the US State Department from 2005 to 2009 and senior associate counsel to the president and legal advisor to the National Security Council from 2001 to 2005. Previously, he was counsel for national security matters in the Justice Department, special counsel to the Senate Select Committee on Intelligence, and special assistant to the CIA director. Bellinger is a member of the Secretary of State’s Advisory Committee on International Law and the Permanent Court of Arbitration in The Hague.
