Mark E. Miller is executive vice president of health care at the philanthropy Arnold Ventures, where he leads a team working to lower the costs and improve the value of health care. With a career that spans philanthropy, research, policy and implementation, Miller has held senior positions at the Urban Institute, the Congressional Budget Office, the Centers for Medicare and Medicaid Services and the Office of Management and Budget. He also spent 15 years leading the Medicare Payment Advisory Commission. Over his career, Miller has played a key role in legislation to create the Medicare prescription drug program, constrain drugs prices, eliminate surprise medical bills and balance the federal budget. He has published in academic journals, regularly testified before Congress, briefed executive and legislative branch officials and is highly sought by media as a health policy expert.
